Brentford striker Ivan Toney has been charged for allegedly breaching the English Football Association’s betting rules on 232 occasions following a seven-month investigation.

But what are the rules for fans and players regarding betting in football?

Let us explain…

Are players and staff at English clubs allowed to bet on football?

In short, no. The FA introduced a worldwide betting ban on football for all those involved in the sport at Premier League, English Football League, National League and The FA Women’s Super League and The FA Women’s Championship levels. It also applies to those involved at clubs in the Northern, Southern and Isthmian leagues. The ban prohibits betting on any match taking place anywhere in the world or any other football-related matter such as transfers, managerial hiring and firing or passing information to instruct someone to place a bet on your behalf or for their own benefit. It is also possible to be in breach of the rules for passing on information to someone else even if a player, for example, does not know they plan to use that information to place a bet.

Oh, does that cover all leagues around the world?

It does. The ban covers every match in every tournament around the world. The only exemption is for participants at Step 5 or below in the National League system or for referees and match officials operating below Level 4, who are not subject to a worldwide ban. Even so, those participants cannot bet on any match or competition that they are involved in during that season or that they can influence, or any other football-related matter like transfers.

Have there been many controversies regarding gambling and football?

The FA looked into a yellow card received by an Arsenal player last season over suspicious betting activity, as first revealed by The Athletic. Bookmakers alerted the FA to an unusual amount of money being placed on the player receiving a yellow card in a Premier League match. In January 2021, Newcastle United and England full-back Kieran Trippier was banned for ten weeks after telling a friend to “lump on” his reported transfer from Tottenham Hotspur to Atletico Madrid.

Daniel Sturridge was also banned for four months for breaching betting rules. The former Liverpool striker was found to have instructed his brother Leon to bet on a possible move to Spanish side Sevilla and had given him inside information during the January 2018 transfer window. Former Southampton player Matt Le Tissier revealed his involvement in attempted spot betting manipulation in his autobiography where he said that he had tried to “make a few quid on the time of the first throw-in”. His team-mate stopped the ball going out of play, however, and though the incident was referred to Hampshire police an investigation was not launched. Lincoln City defender Bradley Wood was banned for six years in 2018 after intentionally picking up yellow cards in their cup run. Ex-Newcastle winger Keith Gillespie has also admitted betting on matches involving his own team — and once lost £52,000 because he had bet on Newcastle beating Stoke City but scoring under four goals (Darren Peacock scored the fourth goal).

What are fans allowed to bet on in football?

Fans are able to bet on almost anything in football, from the outcome of a match to the number of corners in a particular game, with little regulation currently existing on this issue. A bookmaker will offer any market that they feel will yield a profit although small outcomes in games like a specific player receiving a yellow card are not always offered because they are too obscure. Betting on the minutiae of sporting events in this way is known as “spot betting”. This type of betting can turn trivial incidents like winning a throw-in into actions worth thousands of pounds.

Bets can start from very small amounts — as little as 1p. Limits on the maximum amount that can be placed on a single bet will usually depend on the customer. Betting companies often profile their customers and might evaluate different maximum limits available to gamblers considered “good customers” who lose regularly or those who are astute gamblers with regular wins.

Limits will vary from customer to customer and depend on the market.

Are rules different in each country?

The UK’s betting laws are widely considered to be the most liberal in the world. In Europe, laws vary hugely from country to country while in the United States it varies from state to state. Football betting markets are known to be large in Asia despite laws banning gambling in countries such as China.

How are odds worked out?

Odds can be set by a bookmaker based on algorithms, data and human input which varies from market to market. They can be influenced by the global market and betting patterns and they are set to represent the ratio between the stake and the winnings on a particular outcome.

What is an exchange?

An exchange is a peer-to-peer bet which does not formally involve a bookmaker — like Betfair, for example. Customers are usually matched on a particular offer and the platform usually takes a commission fee. Typically one customer, the “backer”, will bet on an outcome at specific odds and another customer, the “layer”, who wants to back the other side of the outcome, will match with them. The winner of the outcome takes the earnings from their opposite number.
