For the first time, you finally tamed that long par 4 with trees down the left side and one squarely in the middle of the fairway. And water is in play on the right. In addition, two bunkers protect the green, which slopes back to front. You check the scorecard to see what the hole's handicap is. And to your astonishment, it's rated only the 12th toughest hole on the course. "What? How can that be? This hole has eaten my lunch for years, and I'm 1-for-forever in parring it." That 425-yard beast describes No. 15 at Pine Crest Golf Course. Even Pine Crest general manager Clayton Vaughn knows the hole plays harder than a No. 12 handicap.

"For the men, No. 15 is easily the toughest hole," said Vaughn.

For the record, the 409-yard par-4 No. 4 hole is the No. 1 handicap hole at Pine Crest. A straight tee shot is at a premium, and the narrow landing area makes it a difficult hole. But after the drive, the fourth hole opens up. "If you hit the same tee shot on 15 (as on No. 4), it's a 7-iron or 8-iron to the green. On 4, it's a wedge or 9-iron," said Vaughn.

Designation questioned

Vaughn said he hears golfers frequently question the handicap number on No. 15. "All the time," he said. "I tell them it's out of my hands." The Texas Golf Association provides data on course ratings and recommends allocation based on scores, as per section 17-2 of the USGA handicap manual. The Texas Golf Association has ratings teams around the state. They collect about 200 hole-by-hole scores of a middle- to high-handicapped group of players. Their method of handicapping holes is to take the score of a low-handicap golfer and the score of a high-handicap golfer and average each. The hole with the biggest differential is the No. 1 handicap hole. "They do an effective job of grading the golf course," said Rick Oppliger, director of golf at Cypresswood Golf Club. "I'm not sure an individual can be objective." The USGA recommends the odd-numbered ratings be assigned to holes on the front nine and the even-numbered ratings to holes on the back nine. This equalizes the distribution of handicap strokes over 18 holes. Within the last two years, Glenn Childers, director of golf at Memorial Park, has re-rated Memorial Park's 18 holes. "I spent time looking at it, and as I played it, I was giving shots on certain holes," said Childers. "And I thought, 'Hey, you shouldn't be getting a shot here.' "

Change at Memorial

The No. 1 hole at Memorial Park was the No. 1-handicapped hole and has been adjusted to the third handicap hole. Now, the No. 9 hole is the No. 1 handicap hole after being the No. 3-handicap hole. There are many elements that play into rating holes, including yardage and such obstacle factors as bunkers, water hazards and out of bounds.

Morton has a timetable for when courses should be rated.

"A new course should be rated every three years and an existing course every 10 years," he said. "A new course should be rated before it opens, the fourth year, the seventh year, and the 10th year. After that, every 10 years, unless significant changes have been made."
