Once nothing more than a watering stop for Union Pacific trains crossing the desert, West Wendover is booming today. From one tiny truck-stop-casino at the end of World War II, the town now has five hotel-casinos that employ 80 percent of the 3,400 residents. Mayor Walter G. Sanders said the gambling industry was paying for a new sewage treatment plant, streets and a golf course. 'Great Growth Potential' A sixth, still-larger casino has been proposed by Walter J. Kassuba, who was one of the nation's biggest developers in the 1970's. He has taken options on 900 acres of desert, hoping to develop a 1,400-room tower, an amusement park and a nearby housing development. "These border towns that service the Salt Lake market have great growth potential," Mr. Kassuba said. Although many states are allowing more forms of gambling, West Wendover may be protected from competition. "Of all the states in the U.S., the only one that will probably never contemplate gambling is Utah, because of the Mormon influence," said Dr. Bill Eadington, an economist and director of the Institute for the Study of Gambling and Commercial Gaming at the University of Nevada at Reno. "That gives Wendover some measure of security." As a bus owned by the Donna's Tours company rolled west on Interstate 80 one recent Saturday, the driver, Kent Meeks, clicked on the public address system for the first in a series of jokes intended to pass the time.
